What can be stated from official records
State budget documents identify a “State Registrar for Aadhaar Enrolment” under Police and separately record Aadhaar enrolment kits under Social Welfare/ICDS. The safest conclusion is that more than one government channel participates in delivery. The documents do not establish which kit is active today.
Use district confirmation for a current visit
Search UIDAI, then check the district administration or institution operating the result. For a child service, ask whether the facility is an ICDS/child kit and the ages served. For an adult or biometric update, confirm that the station runs the full client required for that transaction.
e-Services Manipur is not UIDAI
The state’s e-District material describes applications routed through SDO, SDC and Deputy Commissioner offices. Aadhaar may identify an applicant or a CSC operator inside that system, but an e-District certificate request and an Aadhaar update remain separately traceable processes.
